  * Bump to Debian Standards version 3.9.6

Yes, indeed. 
Funny thing, I could have sworn it was 9 when I checked it yesterday; I
guess tired eyes ...

Ok, now I also understand why hardening was broken when I removed the
include of /usr/share/dpkg/buildflags.mk: On compat = 9 this is not
required; Please remove it on a subsequent upload...
