http://people.debian.org/~pm/deb-cobalt-howto.txt is still valid - only the IP address of people.debian.org changed, but you can use http://debian.zetnet.co.uk/pm/disks-mipsel/current/ instead. Did you use this HOWTO, and if so, what problems did you run into?
