I cannot find anything in the 2.4 patches on that page. The way the LCD is controlled changed at some point. This is a wild guess, but it seems that that your kernel is using the old method. Does the tool from http://people.debian.org/~pm/mips-cobalt/lcdutils-0.2.tar.gz work? BTW, why don't you just use a Debian kernel?
