I tested: wget http://www.lemote.com/debian-testing/pool/main/g/gcc-4.3/gcc-4.3_4.3.0-3.diff.gz from five different network location in France. Three gave good speed (> 200 kByte/s) as you reported and two gave poor and unreliable speed and were unable to complete the download in any reasonable time (see below for traceroute). My home provider (neufbox / SFR) which has poor speed is third in France with about 20% market share, a bit under 4 millions DSL clients. I'm going to contact network people at SFR (and OVH) to see if they can fix that. Otherwise an european (or USA) mirror of www.lemote.com debian repository would help european consumers, I assume the issue I had will happen on some other european ISP as well.
