Dear Maintainer,
*** Reporter, please consider answering these questions, where
appropriate ***
* What led up to the situation?
in blender: Add Modifier -> Subdivision Surface
* What exactly did you do (or not do) that was effective (or
ineffective)?
as above
* What was the outcome of this action?
Subdivision Surface does not apply. Instead I get Report:Error Modifier
returned error, skipping apply
* What outcome did you expect instead?
a subdivided surface.
Quick google suggests that blender 2.80 experimental package build is
not compiled with opensubdiv support

Exactly, simply because there's no opensubdiv package in Debian
archives at the moment.
Anyway, feel free to file a RFP bug to have opensubdiv packaged so I
can add its support to Blender.
Hope this helps.
Cheers.
