I have the same behavior here, I can confirm it started with the upgrade
to buster and I am using a Radeon card:

07:00.0 VGA compatible controller: Advanced Micro Devices, Inc.
[AMD/ATI] Raven Ridge [Radeon Vega Series / Radeon Vega Mobile Series]
