Unstable tried first and if the build dependency with its required version can be satisfied from there, it will be used. Experimental is only tried if the build is in experimental and the build dependency can't be fulfilled from unstable. That is, galera-4/26.4.5-2~exp1 still used scons/3.1.2+dfsg-0.1 from Sid to build.
