It works perfectly here (under Xorg with KDE). Even running:
LANG=zh_TW.UTF8 LC_CTYPE=zh_TW.UTF8 LC_ALL=zh_TW.UTF8 \
LANGUAGE=zh_TW:zh audacity
does not produce the behaviour you describe. If you use wayland you
can try setting the environment variable GDK_BACKEND to "x11", for
example by running:
GDK_BACKEND=x11 audacity
Let us know if that fixes it, and if it doesn't you have to give more
information regarding your display server and desktop environment.
