Alain understands the Debian philosophy well, and agrees to adhere
to it. He has explained Debian specific licenses, Pine's license
problem, the difference between main, contrib and non-free to me and
showed an understanding of the BTS -- he has already submitted a
couple of bug reports, and knows how to close bugs.

Alain packaged 'wmsmpmon' ('A CPU monitoring dockapp for SMP systems').
The Build-Depends line was in the package section instead of the
source section of debian/control and some packages were missing.
The debian/copyright file contained the whole GPL instead of a
pointer, the man page was missing and there was no link from
/usr/doc/<package> to /usr/share/doc/<package>. Alain has fixed all
these issues in the meantime.
Recommendation

I recommend that Alain be accepted as a Debian maintainer.
