I think it's more something like "Applicant hat eine or mehrere Projekte auf die man (Applicant und AM) sich beidseitig hatten geeinigt, nicht durchgeführt". Modulo spelling and other errors, as German isn't my strongest language. Your translation would be more appropriate for something like "failure to deliver any project on which Applicant and AM could agree", which means they either could not agree on any project or the applicant didn't deliver, which isn't how I read the original sentence.
