I guess if you could get your PGP key signed by some people in the big crowd
of the PGP web of trust which are connected to some Debian developers, this
might be good enough.
Another possibility: there's bound to be some computer related
conferences/exhibitions in .sg throughout the year - ask around if anybody
(from .jp or.in, perhaps?) is going. You may already have learned that the
NM process in Debian is not a quick thing, so waiting a few months should
not do any harm - it should be possible (disclaimer: I'm not Frontdesk nor
AM) to process your application and postpone the PGP signing step to the
end.
