2. Background
-------------
Applicant writes:
My first contact with free software was a copy of Redhat "Manhattan"
5.2, but it didn't quite stick. I think a fried monitor while trying
to figure out modelines was one of the reasons :)
I revisited free software again with Debian "Woody" 3.0 and
immediately felt at home. I have since been running Debian on
everything I could, from my phone to my TV (does ssh-ing into the TV
with your phone and changing channels sound geeky to you?).
I accumulated some experience with Debian and in the Summer of 2008, I
applied for the Google Summer of Code and got accepted for working
with Daniel Burrows on improving Aptitude. I went to the traditional
Debian BBQ in Cambridge during the summer and met so many brillant and
friendly people that I just couldn't leave my participation at that.
My Summer of Code stint went very well and I stuck around.
I decided to help the next summer, in 2009, in this area I knew well
and ended up managing most of Debian's participation in the Summer of
Code by myself. I participated in my first DebConf, bringing along
that year's Summer of Code participants, which turned out to be a
great human experience.
I have since assumed the role of the point person for the Google
Summer of Code at Debian and continue managing it this summer of 2010.
It is a role that I particularly appreciate as I can return the gift
of welcoming young people trying their hand at free software.
As of Spring 2010, I have expanded my contributions to Debian by
packaging a large and complex piece of software, the Virtuoso
database, powering the semantic features of newer versions of KDE, and
starting an initiative for team packaging of Google Open Source
software.
3. Philosophy and Procedures
-----------------------------
Arthur has a good understanding of Debian's philosophy and procedures
and answered all my questions about the social contract,
DFSG, BTS, etc. in a good way. Arthure committed to uphold the SC and DFSG
in his Debian work and accepts the DMUP.
4. Tasks and Skills
-------------------
Arthur has a good understanding of the technical side of Debian.
Arthur is maintainer of virtuoso-opensource (a quite large package,
which is an important building block of forthcoming KDE), sponsored
by Sune Vuorela. The package is in quite good shape (in fact, it
currently has an outstanding RC bug, which is fixed in a forthcoming
package version which is pending sponsoring by Sune).
Arthur has contributed quite some efforts in managing the Debian
participation in the Google Summer of Code Program, acting as the
Debian administrator in 2009 and 2010.
Arthur also answered my other questions regarding T&S without
problems and provided patches for RC bugs.
5. Recommendation

I recommend to accept Arthur as a Debian Developer.
