I am the DD that took Soren's Openstack packaging work in Ubuntu, and ported it to Debian. When I did so, I have found packages in a very good shape (even though they had to be adapted from upstart to insserv, few Debian policy issues, and so on, which can't be accounted for here).
Not only I am convince that Soren has the level to be a DM, but also, I'd be very happy that he gets the upload rights on the Openstack packages, so that we can work together, and I'd be very happy to get a new co-maintainer. So, I'm warmly vouching for him.
