I have worked with Felix in both Debian and Ubuntu for several years now. His packaging skills are very good. He actively maintains a good number of packages in Debian already and keeps them in good shape. He also works with upstreams to make sure that fixes are coordinated. He is pleasant to work with and I'm sure will be an asset to Debian as a developer.
