I wholeheartedly recommend Dmitry to be a Debian Developer. I worked with him with regard to mysql-workbench, a package which had a ITP which was stalled by various problems. He perfectly handled the situation, and I was amazed at how well he interacted with me during the review of mysql-workbench. He surely showed good technical and social skills.
