I have worked with Carlos Henrique Lima Melara on paper-icon-theme, python-wcmatch, brutespray, scapy, powerline and backdoor-factory for 1 year and I consider them as having sufficient technical competence. Charles has been contributing to Debian for a few years now, we met during DebConf 22 and I started reviewing some of his work since then. He is very careful in what he does, having spotted a hidden RC bug during one of his uploads (#1033923) and always making sure upstream is contacted whenever needed. Everytime he interacted with upstreams, he would make sure to have the issues well described and to provide all the details needed in the first-hand. His technical knowledge is great and I enjoy discussing challenges with him, he has once helped me understand something that was bugging me for a few years. I know Charles also contributes to other areas, like: translation, event organizing, and helping newcomers. He's good at explaining things and has showed kindness to people trying to learn how Debian and its packaging works.
