It seems that you could list /etc/ocaml/ld.conf in debian/ocaml-base.conffiles and create /usr/lib/ocaml/ld.conf in ocaml-base postinst, as described in http://www.debian.org/doc/debian-policy/ch-files.html#s11.7.3 in paragraph ``The other way to do it is via the maintainer scripts ...''
