I'm not experienced enough with svn to add anything to the rest of this discussion, but I did run into this particular issue. If you have branches in your package subtree, you'll have to pass -i/-I options to dpkg-source (for example, via DEBUILD_DPKG_BUILDPACKAGE_OPTS) to exclude them.
