Yes, and no, from the man : dist-upgrade, in addition to performing the function of upgrade, also intelligently handles changing dependencies with new ver- sions of packages; apt-get has a "smart" conflict resolution system, and it will attempt to upgrade the most important pack- ages at the expense of less important ones if necessary. The /etc/apt/sources.list file contains a list of locations from which to retrieve desired package files. And from the Apt HOWTO, section about upgrading package There's no clean solution for this first case. For the second case, it's sufficient to run apt-get install for the specific package in question, as this will download the dependencies. An even cleaner solution is to use dist-upgrade. See section Upgrading to a new release, Section 3.5. Of course some time it failed. but the man doesn't say that it is only for distribution upgrade.
