The -7 package on my system only shows the file installed for ocaml-base-nox, so I'm not sure what has happened to the other packages since I did the split. IMO, the ocaml package should definitely include the file (as well as the other packages), I guess I just missed it. I believe I used links instead of copies since it seemed silly to copy the same file across 4 different packages.

The reason the README.Debian file was linked everywhere is because it discusses the split, so it was useful to mention it in each package.
