The discussion on debian-devel a while ago convinced me that I should
change the "approx" package to be non-native.  I think I should keep
the source in the project/approx/ subtree (or just locally on the CMU
servers?), and keep only debian/ and upstream/ directories in
packages/approx/.

If anyone has any suggestions, or reasons why this is a terrible idea,
please let me know.
