You were absolutely right, this helper script was not installed. A fixed package will be uploaded to the debian master server in the next minutes, and should be available on your local mirror soon. Just a remark: a even better way to send bug reports is to use the debian bug tracking system (bugs.debian.org). This has the advantage that all bug reports are stored in a central data base.
