It is not really manually maintained, there is a script auto-layout in /layout/ that do the update. This list is just for being able to checkout all the */trunk */(tarball|upstream) using svn:externals links. If you checkout the empty directoy /layout/ it will automatically checkout all other package. You can also do it by checking out /trunk/, but you will got a lot more things in it (branches...)
