I agree that upstream changelog and debian changelog are two different things.

For our (savonet) modules, we have a seperate changelog for each, and "new 
upstream release" entries.

This is particularly reasonable because you can have several debian packages 
for a single upstream release. For the same reason we request to remove the 
debian/ directory from upstream.

If you want to propose your code to people outside of debian, I think it is 
reasonable to split in two changelogs, hence.
