But the dev package provides libfoo-ocaml-dev-ABI1 and depends on
libfoo-ocaml-ABI2.
If ABI1 and ABI2 are equal, then we are fine. If not, then there is a bug
and is unlikely to happen because the variables (Provides/Depends) are
filled in in the same time. I think that this method is also clear.
