Only a small number of Debian OCaml libraries install dll*.so.owner
files in stublibs.  These are created by "ocamfind install ..." (and
documented in site-lib(5)) but many packages seem to include just the
.so files.

If the .owner files are needed and/or useful, then many -dev packages
should include them that currently don't (possible MBF?),
and the few runtime libraries that currently have them shouldn't.

If they're not needed, that's a different MBF.

Whichever is the right way should probably be checked in lintian.
