I've had some reports of 0install hanging on Debian/Ubuntu. I suspect this is due to the very old version of ocurl found there: https://github.com/0install/0install/issues/54#issuecomment-186845945 Debian currently provides ocurl 0.5.3, which lacks support for Lwt.
