I'm waiting for a set of packages to migrate to testing (see #870336). I've put some summaries at [1]. There are 43 packages that are not ready for the transition. Bugs are open (sometimes with patches) for some of them [2]. Others are not in testing, so technically not blocking. I believe the remaining ones can be removed from testing without wreaking havoc, and dealt with later.
