This is preventing (at least) 7 packages to migrate to testing:
js-of-ocaml-ocamlbuild, ocaml-alcotest, ocaml-re, ocaml-stdio,
ocaml-stringext, ocaml-time-now, pgocaml. With dh-ocaml (which will be
old enough tomorrow) and mathcomp-analysis, they are all the OCaml
packages that are not in sync between unstable and testing...
You can argue later and elsewhere (debian-devel or a bug report against
the policy).
