Most myspell-* packages in Debian are created from the respective ispell dictionaries. The exception proves the rule. There even is a wishlist bug for creating myspell-nl there. See http://bugs.debian.org/237974. It would be better to do it this way. It would be relatively easy to yes, but every package would have the same version number -> suboptimal. You need to update all myspell packages in one row when only one changes -> suboptimal.
