Maintainers of packages that depend on ICU -- I have uploaded icu_3.6-1 to sid. There is an soname change for this version and the libicu34-dev package is now libicu36-dev. However, since ICU 3.6, in addition to providing some new interfaces, maintains backward compatibility, libicu36-dev Provides libicu34-dev. It would probably be a good idea for you to go ahead and change your build dependency from libicu34-dev to libicu36-dev, but it is not necessary to do a special upload just for this purpose. I will request binary NMUs from the release team for all packages that build depend upon libicu34-dev.
