Maybe. No.

No. The problem is (un-)registration of the add-on and the
surviving/non-breaking of this during major upgrades.
If you are *SURE* that it won't break (see the whole mess we had with
openoffice.org-soikko, read the bugreports, especially the one about it
"poisoning" installs) you can do that.
Of course, we should develop a policy somewhen....
