For your application, it's recommended to contact a mentor -- to get to know them, to make sure you understand the project, etc -- before you submit a GSoC proposal.
After all the student proposals are in, we will request a number of internship slots from Google -- their response determines the number of interns Debian can accept. Only then will those slots be allocated to applicants. I hope this clarifies things.
