I know there is for me https://nm.debian.org/person/joostvb/certificate/ after I, joostvb, as a DD did log in @ nm.debian.org. So if this person gets through NM (maybe as a Debian Maintainer?), they should be able to get such a certificate automatically generated. In my case the certificate states: "*Joost van Baal* Has passed through the New Maintainer Process, has been approved by the Debian Account Managers, and therefore has become a *Debian Developer* with voting rights and upload access to the Debian archive."
