Failure to maintain this list means that the module is less easy to install (hence to use) by other people. So uploading module to CPAN while with no dependancy list does not make much sense. Anyway, the CPAN testers usually report errors in the dependancy list. IMO, a wrong or missing dependancy list should be considered as a bug.
