build dep for INSTALLDIRS=vendor

If I use INSTALLDIRS=vendor with makemaker to take advantage of the new
perl magick, what versions of package(s) should I build-depend on to
make sure it works?

Perhaps this should be mentioned in the perl policy document as well.
