I just put an old version of dh-make-perl on people.debian.org/~lupus/
(newer version work only with the perl in unstable).
You will need to set the ORACLE_HOME env var (I didn't test it further
because I don't have oracle).
Run the command:
$ dh-make-perl --build --cpan DBD::Oracle
