Oops, inadequate testing... I tried root first, then user which both
worked.
The problem is that the mkpath here:
if (-d $configpmdir or File::Path::mkpath($configpmdir)) {
croaks rather than fails. I'll include the /etc/perl/CPAN dir in the
deb.
