Given my experiences. most modules seem to work pretty well 'out of the box' with dh-make-perl. I've packaged several modules for personal use and have never had to do more than minor editing of debian/control and debian/rules (mostly editing the dh_installdoc lines to suck in more documentation). I think some sort of effort like this would work well.
