dh-make-perl is *not* a tool to create modules ready for inclusion in the Debian archive. It's main target are Perl users who want to install their libs using their system's package-management system. This means that dh-make-perl defaults try to avoid the need for manual changes by the developer.
I hav quite the opposite feeling. How are perl packages to be created from scratch if not with dh-make-perl?
Like every other package. You can actually create packages *by hand*!
I miss your point. Are you saying that it is recomended to create 'official' perl packages by hand and not using dh-make-perl?
