Is there a kind of backward compatibility or something ? Ie will perl get into testing before all the perl modules packages get updated ? Or has the perl-5.6 package disappeared ? Is there a plan or something to update all the packages ? If not, you should seriously consider sending a mail to debian-devel-announce with a bit more explanation about the requested changes (ie you could include the text version of the perl policy so that people with full time net access can have it without downloading it). And also indicate, that they have 2 weeks to update their packages and after that bugs will be sent and another week after NMU may be done.
