Won't this have the potential to cause horrid things during partial upgrades (of perl but not of all perl modules packages) and during regular upgrades (for example, if perl is upgraded first, then some postinst is ran that uses debhelper, and the potato debhelper is still installed, perl will not be able to find the debhelper modules, and things will break). -- see shy jo
