All policy changes are included in the "POLICY WEEKLY" postings. These
postings or sent to debian-policy _and_ debian-devel so everyone should be
able to check the topics.
If you really don't know of the editor/pager policy yet, you must have
skipped the POLICY WEEKLY issue #1 and #2 postings.
