So what? In the section you quoted, note the mention of POSIX.1 -- and the fact that POSIX.1 itself is a *programming interface* document, not a *systems integration* document. It doesn't even admit to the existance of user commands (that's POSIX.2...) much less have any sway over *packaging* and systems administration. There may be arguments in your favor, but that certainly wasn't one of them...
