Just for completeness, here is my reply:
Personally, I like the idea of splitting debian-devel-changes very much.
Note, that we have already discussed a new uploading procedure where
announcements will be sent by a script from master and not by the
maintainer anymore. My plan is to ratify this procedure through the next
policy weekly posting (next weekend, hopefully :) Thus, if we should agree
on splitting debian-devel-changes, this should probably be done at the
same time when the new procedure is installed.
