The FSF also disagrees. All GNU packages keep in the same package all localized message files (.gmo files) and we do not plan to splitting them yet. What you want is better achieved by making dpkg more clever, i.e. ideally dpkg should have the ability to exclude certain directories when installing packages. If we follow your suggestion of making a different package for every language, then Debian will end up having not 1500 packages but 1500 x number-of-languages-it-is-translated-to. This is not very practical. On the other side, I think the boot floppies should switch to gettext as soon as possible, so that translators may use all the gettext tools (msgmerge, for example) to manage the translated files.
