The proposed constitution makes the distinction. In 4.1 "Together, the Developers may ... issue *nontechnical* policy documents and statements." Later in 6.1, "The Technical Committee may decide on any matter of *technical* policy." (emphasis mine) Individual developers may propose policy of course, but the only way a standard resolution can affect policy is if it's being used to override a decision made by the technical committee.
