Would have this happened if base-files contained /usr/local as an empty directory? Since dpkg follows symlinks, you would be able to remove /usr/local, create a symlinks, and you would be still able to upgrade base-files without problems. Also, in the case /usr/local is a read-only partition, would dpkg give an error when "overwriting" (overlapping, really) an empty directory by the one provided in the package?
