OK, i'm all for it. The proposition seems to be good. However I think that the delays before an upload of a package don't have to be so long. I think 15 days is reasonable before a bugfix upload, we could also leave the DQA developer choosing the time before he uploads a corrected package, he would just have to announce to the maintainer in how many time he'll upload a package (with a minimum of one week).
