No, *WE* specify policy, the document merely documents policy. Unless
you think that releasing a modified version of the policy document
will magically change the policy that we all follow -- in which case,
I'm going to release a modified policy document that says you all have
to send me a dollar. :-)

The GPL already requires changes to be clearly marked. I see no
reason to change the licensing. We have the Official Debian CD images
because CD vendors were messing up the system. I don't think anybody
has messed up the policy document, and I don't expect anyone will.
I object to this proposal because it's unnecessary, offers no tangible
benefits, and requires a non-zero amount of work. I have other
objections that I shall hold in reserve in case this one proves
inadequate.
